The General Assembly created the scholarship program in 2004 using public and private funds. Andrew Heidelberg and Margie Mitchell, a Norfolk resident who declined to comment, are the two Hampton Roads residents among the 30 recipients of the scholarship in 2010-11.

THE PROGRAM
The scholarship was an outgrowth of state recognition of the 50th anniversary in 2004 of Massive Resistance. About 70 people have received the one-year scholarships since then, with more than 20 finishing undergraduate degrees as a result. Recipients can apply to renew once the first year is up; first-time and renewal applications typically must be turned in by early March.

NORFOLK

Virginia closed Norfolk schools in 1958 rather than admit Andrew Heidelberg and other black children to all-white schools. Now, the state is paying for his graduate studies through a scholarship designed to help former students affected by the Massive Resistance campaign.

Virginia’s Brown v. Board of Education Scholarship is restitution of sorts for anyone who was or would have been a student between 1954 and 1964 in Charlottesville, Norfolk, Prince Edward County or Warren County, where public schools closed to avoid desegregation, or in Arlington, where state education funds were revoked because of desegregation.

The scholarship pays educational costs for general equivalency and adult high school diploma programs, two- and four-year college studies, graduate school, professional degree projects, and career and technical education.

Black Student Gives Out a “Whites Only” Scholarship

Marcus Carter, a young black male, has decided to start handing out whites only scholarships.

“Just because you don’t benefit directly doesn’t mean it isn’t beneficial,” said Carter, a 27-year old Army Veteran.  Carter is also the vice president of the Former Majority Association for Equality (FMAFE), an organization that only gives scholarships to white males.

“It just got really frustrating when every other scholarship you happen to find online you need not apply to based on your ethnicity or gender,” said Colby Bohannan, one of the group’s founders.

Carter says he joined the group because after doing two tours of duty in Iraq, he believes that giving scholarships to anyone is beneficial to everyone.

“I can’t really say I understand where they’re coming from, being only 27 years old, I don’t feel racially oppressed,” Carter said.

The board of FMAFE includes two women and a Hispanic man.  Their group has received $18,000 in donations.  They were granted 501(c)3 status this month.  They are going to hand out five scholarships across the nation.

Carter mentions that this is not the only group that just gives scholarships to white students.  There is another group at the University of South Carolina and a second at the University of Mississippi.  It’s probably no coincidence that this kind of thing is happening in the south.
